Author of Controversial Study Testifies in Police Sex Bias Case

PHILADELPHIA, August 15 (Bulletin)-Roderick J. Bartell, a management consultant and author of the $400,000 two-year study of performance by female police officers in Philadelphia, yesterday testified before US District Court Judge Charles R. Weiner.

Bartell, of State College, was the first witness called by Deputy City Solicitor Stephen T. Saltz as the trial was resumed in the four-year sex-discrimination suit brought by Police Officer Penelope Brace and the US Justice Department. The report was finished last February and data was given to the city, Bartell said, but the preliminary draft was not filed with the court until June and the final report was not filed until July 30. In the final report, Bartell recommended that another study be undertaken before the suit is settled.

The conclusion of the report, Bartell said, is that female officers are not as efficient and would cost the city more in obtaining levels of productivity in the Police Department.

Bartell's testimony was presented over

In the foot pursuits, he said, 60 percent were apprehended by males while females made only 30 percent apprehensions.

In making arrests there was a greater safety risk to the female officer, to other officers and civilians in occurrences, Bartell said.

Florida Gay Groups Raise Funds to Defeat Anti-Gay Campaigns

FORT LAUDERDALE, FL, September 20-With the November elections quickly approaching, Florida gay rights organizations are gearing up for some crucial political contests which could have a profound effect on the gay community's struggle for gay rights, Florida gay leaders reported recently.

Probably the most significant political battle affecting gay people this year will be the so-called Briggs Initiative or Proposition 6 in California. This proposition seeks to make it illegal for gay people to be teachers or to be employed in any way by the California public school system. Throughout Florida, gay organizations have been mobilizing support to defeat

for Officer Brace, who unsuccessfully sought to have his testimony stricken on the grounds of relevancy.

The methodology used was aimed at measuring male and female officers in 17 critical tasks, he said.

Males had more "occurrences" than females-males more often responded to scenes resulting in arrests and males made more arrests than females, Bartell said.

Females, he said, required more assistance and were involved more often in violent confrontations than males in making arrests.

Questioned by Saltz as to injuries, Bartell said females were injured more often in making arrests.

As to foot pursuits, Bartell said that although it was not statistically significant, males apprehended more suspects that females.

Object to TV Image

NEW YORK, August 31 (ZNS)-The president of the Association of Flight Attendants has called CBS's new television program "Flying High" an insult to the intelligence and morality of every flight attendant.

Patricia Robertson, after viewing the pilot film for the series about the lives of three women flight attendants, complained that the program "used every stereotype and cliché that has ever been used in a derogatory manner toward flight attendants." Robertson further stated, "The show concentrates more on bosoms than brains, and on sex more than safety."

Robertson said that the "coffee, tea or me" mentality of the program is a real setback to attempts to dispel the image of flight attendants as sex goddesses.

In Fort Lauderdale last month, a lowprofile gay business-owners' group held a fundraising dinner at the elegant Bahia Mar Hotel with tickets sold at $25 minimum donation. The featured guest speaker was Reverend Troy Perry, who is touring the country to raise funds to defeat Proposition 6. It has been reported that the event was a huge success and more than $12,000 was raised at the din-

ner.

The Bahia Mar Hotel fundraising dinner was supported by the Broward County Coalition for Human Rights and the DADE County Coalition for Human Rights. Bill Cafiero, president of the Dade County group, announced that gay Floridians should-and are doing everything they can to support their brothers and sisters in other states because of the help they received during last year's Dade County referendum battle.

Besides Proposition 6, another crucial election will be the referendum on Seattle's gay rights ordinance.

Trilogy, Village Eatery, Opens

NEW YORK, September 6-Trilogy, a new restaurant that offers bar service, has opened at 135 Christopher Street, just west of Hudson Street. The restaurant was designed by Jack Anderson of Ferguson and Sorrentino Designs in muted browns, natural woods and exposed brick, and features a suspended garden in full view of the dining area.

Trilogy is owned and operated by several partners, two of whom, Charlie Gee and Neil Guertin, spoke with GAYSWEEK. A third partner, Leonard Gal, also holds interest in the Spike Bar on West Street and the Spike Wine and Liquor Store on Hudson Street. Guertin said that he and his partners opened Trilogy because they felt "the need for a clean, neat, and friendly place, one that would create an alternative to what is presently offered." He further said that the opening of Clyde's on Bleecker Street and now Trilogy might start a trend toward more bar/ restaurants of this type in the West Village. Both Gee and Guertin agreed that if Trilogy continues to meet with success, they might open more places themselves.

Trilogy is open seven days a week from noon until 4 am, offering a full brunch, luncheon, and dinner. Dinner is served until 11:30 during the week and until 1 am Friday, Saturday, and Sunday. ■
